2025 - Kenya has suffered a major setback after the United States Government
cancelled funding for a Ksh 7.76 billion Geographic Information System (GIS)
platform designed to ease Nairobi traffic.
The cancellation was revealed in the National Treasury’s
Energy, Infrastructure, and ICT Sector Working Group Report for FY
2026/27–2028/29.
It confirmed that projects under the Kenya Millennium
Development Fund (KMDF) have stalled following shifts in U.S foreign aid
policy.
The Nairobi Metropolitan Area (NMA) transport plans,
including the GIS platform, remain only partially implemented despite initial
timelines.
The project was launched in 2023 after President William
Ruto’s visit to Washington, where he signed agreements with then‑U.S President
Joe Biden.
Completion had been targeted for June 2027.
Of the total budget, the U.S was to contribute Ksh5.8
billion, while Kenya would provide Ksh1.56 billion.
The KMDF multimodal transport system was expected to improve
coordination across Nairobi’s transport networks, ease traffic gridlock, and
promote safer, greener transport options.
It was also part of broader bilateral agreements covering
healthcare, education, security, climate, and trade.
However, the GIS platform has reached only 30 per cent
completion.
The Treasury has indicated that the stalled projects may be
reconsidered under the Nairobi Metropolitan Area Transport Authority (NaMATA)
in the next financial year, pending resolution of funding challenges.
The cancellation adds to a growing list of bilateral
programmes disrupted since President Donald Trump took office.
