Former CJ MARAGA blasts RUTO's Government over CBC implementation - “We must end this shambolic CBC”



Wednesday, January 14, 2026 - Former Chief Justice, David Maraga, has launched a blistering critique of the Kenya Kwanza administration, accusing it of presiding over a failing education system and calling for an urgent reset.

In a statement on Wednesday, January 14th, the UGM Party Leader described the Competency-Based Curriculum (CBC) as “shambolic,” arguing that access to education must go beyond enrollment numbers to include dignity, retention, progression and completion.

“Access must mean more than enrolment. It must mean retention, progression, and completion with dignity,” Maraga said, warning that children are being driven into despair instead of being empowered.

He faulted the Government for championing initiatives such as “Digital Literacy” and the “Silicon Savannah” while ignoring basic realities.

Nearly half of public junior secondary schools lack science laboratories, and many still operate without electricity.

“We must end this shambolic CBC,” Maraga declared, stressing that technology cannot replace teachers, classrooms or essential resources.

Maraga further criticized reforms imposed by leaders who educate their children in private schools, saying they are disconnected from the realities of ordinary Kenyans.

He condemned an education culture obsessed with grades, noting abnormal grading patterns with disproportionately high numbers of “Ds” compared to “Cs” as evidence of systemic failure.

The former Chief Justice painted a grim picture of the sector, citing overcrowded classrooms, deteriorating infrastructure, and a shortage of more than 100,000 teachers.

He revealed that public financing per primary school learner has dropped by 45 percent - from Ksh22,244 to Ksh12,870 - while the Government spends over Ksh1.9 trillion annually on debt servicing, consuming more than 75 percent of revenues.

Maraga concluded that the crisis stems not from lack of resources but misplaced priorities, accusing the administration of favoring debt, corruption, and inflated contracts over classrooms and learners.
