Nairobi Water staff member who worked for 14 years on forged KCSE certificate - Busted and fined millions



Wednesday, November 5, 2025 - A Nairobi City Water and Sewerage Company (NCWSC) employee, Felix Ojwang Balamu, has been slapped with a hefty Ksh 8.5 million fine after being found guilty of using a forged KCSE certificate to secure employment.

According to investigations by the Ethics and Anti-Corruption Commission (EACC), Balamu forged a Kenya National Examinations Council (KNEC) certificate, which he used to land his job at the water company back in 2011.

After years of pocketing taxpayer money, his luck finally ran out.

The Milimani Anti-Corruption Court, presided over by Hon. Selesa Okore, convicted him on multiple counts.

In her ruling delivered on October 10th, 2025, Hon. Okore ordered Balamu to pay Ksh 8,543,562, the total value of his unlawfully earned salary and penalties, or face 4 years in prison if he fails to pay up.

The EACC welcomed the judgment, saying it sends a strong message to all public servants who lie their way into Government jobs.

“This verdict reaffirms our commitment to protecting public resources and promoting integrity in the public sector,” the EACC said in a statement.

Balamu now joins a growing list of public officials caught in the ongoing crackdown on fake academic qualifications and corruption.
