Thursday, February 27, 2025 - Nominated MP Sabina Chege has proposed a policy requiring civil servants, state officials, and public officers to exclusively use public healthcare facilities.
The Jubilee nominated MP filed a notice of motion in
Parliament on Wednesday advocating for the policy’s implementation under
Universal Health Coverage (UHC).
Chege cited Article 43(1) (a) of the Constitution, which
guarantees every citizen the right to the highest attainable standard of
health.
She emphasized that mandatory use of public hospitals by Government-funded
medical cover beneficiaries would improve healthcare quality and boost funding
for the struggling sector.
“There is a need to enhance the quality of care in public
hospitals, and ensuring civil servants and state officers seek treatment there
will guarantee sufficient funding,” she argued.
Her proposal comes amid a crisis in the Social Health
Insurance Fund (SHIF) rollout, with private hospitals pulling out due to unpaid
arrears, and system failures.
Additionally, clinical officers are on strike, citing
grievances over their exclusion from SHIF services, unfulfilled employment
promises, and lack of promotions.
She wants the Ministry of Health to fully implement Kenya’s
UHC policy (2020-2030) and enforce the mandatory public hospital policy for all
Government-funded medical covers.
Sabina’s proposal has sparked debate over whether such a move
would fix or further strain Kenya’s struggling public healthcare system.
